Could you point me to any discussions of the incentives that drive below cost tariffs? It feels very true, but I find it interesting that Kenya has effectively been forced / managed the transition to an (almost) cost reflective tariff, while countries like DRC, Nigeria and Sierra Leone are all trapped in their own unique, very complicated mires.
